Hence, from the perspective of a long term survival of the economy it is advised to have a low level of debt. A lower level of debt gives the government the ability to use fiscal policy to protect the economy. Hence, one can understand and relate the economy theory which supports the concept of having a balanced surplus and not the one which is heavily dependent on debt. A very comfortable position for a government would be to have a surplus in the budget which would ensure them to be safe from any kind of economic adversities. If the economy falls into a recession with a huge debt on its budget, it would take a long time to bring back the economy to its original position. This would also hurt most of its taxpayers due to the steps which would be taken by the government.
