The SPPF is by itself a major part of the Victoria Planning Provisions (VPP) which is the policy direction for major state planning issues and hence the strategic direction is expert advised. An enquiry system has been created for people and councils seeking information where they could directly connect with the Assistant Director of Strategic planning. The use of a variety of planning instruments and the neat way in which these instruments are detailed shows that the stakeholders are indeed well organized in the creating the elements. The key planning instruments that have been used are that of the Planning and Environment Act 1987, the § Planning and Environment Regulations 2005, and the Victoria Planning Provisions VPP. The first two lays down the legal frameworks. For instance the Planning and Environment Act presents the legal framework on which the VPP is converted to planning schemes. Different sections and clauses will refer to different regulatory directives. For instance the clause 40 is concerned with issues of planning in regards to heritage, development and environmental significance, the clause 50 in particular deals with the issues of planning with respect to car parking and signage. The State Planning Policy Framework deals specifically with the clauses 10-19.
